Citizen participation and accountability in rural parish councils: a case study in Yaruquí and Checa (northeast of Quito)

This article examined the mechanisms of citizen participation and accountability in the rural parish councils of Yaruquí and Checa, located in the northeastern part of the Metropolitan District of Quito. The starting point was a contradiction worth clearly stating: Ecuador has one of the most progressive regulatory frameworks in the region regarding participation, based on the 2008 Constitution, the COOTAD (Organic Code of Territorial Planning, Land Use and Management), and the Organic Law of Citizen Participation. However, this legal framework has not materialized, at least in the territories studied here, into concrete practices of local governance. Through a comparative instrumental case study with a qualitative approach, semi-structured interviews were conducted with twelve key stakeholders, along with non-participant direct observation guided by a structured matrix, and a review of documents such as minutes, institutional reports, development plans, and current regulations. The findings demonstrated that formal spaces for participation are used irregularly and in a fragmented manner, that accountability is perceived by most citizens as an informal practice that does not generate genuine participation, and that informal practices such as community workdays, digital neighborhood groups, and self-organized assemblies function as a substitute for social control mechanisms. The study concludes that overcoming this deficit requires conceiving of accountability not as an administrative obligation, but as a practice of dialogue oriented toward co-responsibility.
