Abstract

This study considers public policy as an essential instrument for addressing poverty in Ecuador, using the framework of modern economic theory and the Kuznets Curve. Two methodologies (qualitative and quantitative), secondary data, and official data sources (INEC, World Bank) were analyzed to evaluate the evolution of inequality, represented by the Gini coefficient, during the period 2019–2022. It covers poverty from multiple dimensions, including material deprivation and social exclusion. The findings demonstrate that, despite a declining trend post-pandemic, structural inequality in Ecuador persists due to Kuznets' classic principle of automatic market correction in post-industrialization. The results indicate that economic growth alone does not automatically generate a reduction in poverty, as its eradication is not possible due to institutional limitations and wealth concentration. Therefore, it is concluded that it is necessary to adopt active public policies that go beyond market intervention and aim for the fair redistribution of opportunities and access to basic services, in order to move away from the traps of inequality and prevent them from hindering the country's development.
